I'm not sure I understand the difference between NSFW and straddling the line.

Well, that's where the question of individual opinion comes in. For me, i would interpret this rule rather liberally. I believe the way that bikini provides so little coverage in the OPs avatar would constitute a violation, but something more concealing wouldn't be. Others on the staff may take a harder line.

Or do you mean the kind of "straddling" pics that would also be unsafe for work?

I personally don't have a problem with the OPs avatar, but unfortunately it's now against the rules because everybody went way overboard with that sort of thing.
