That would at least make it easy for them to change the pack in at a later time.
Nintendoland looks like it will be either pre-installed or bundled with the game to me. If it's pre-installed, they can potentially bundle Mario U with it, but Mario is good enough on its own to sell millions of consoles so who knows. The mini-games of Nintendoland seem necessary for the WiiU to me, so I think it'll be bundled. At least to reduce the damage 3rd Parties will take when competing against 3 Nintendo IPs simultaneously. Because let's face it, the only 3rd Party that will come close to outselling Mario will be AC3.

Not necessarily. But it makes the most sense.
Nintendoland because it should prove to be a great tutorial for newcomers and will make sure people actually play with the console in multiplayer.
Super Mario Bros. should be sold separately in my opinion.
Why nothaving two different bundles? One with NSMBU, the other with Nintendoland, let the people decide!
Nintendoland is a no-brainer and if Nintendo is smart they will market it in a way that draws parallels to the whole Wii Sports experience. If they are even smarter they will have a second bundle with a third party game, Zombie U if it has the quality would be the obvious choice, but that might be a little tough if the system is in short supply in the first few months.
No point in bundling NSMBU, I can see at least half the people purchasing in the early months picking up a copy of this as well.
