What does it need? It needs to be pre-installed on the Wii U along with other demo stuff. No way they should try to charge money for such a simple game when the opportunity to bundle so easily is there.
I really only had one complaint -- NSMB Wii was only fun with 4 players. The level design was geared 100% to having 4 players which made the game slow and boring in single player mode.
So...
Either go back to a single player gameplay or support online so that when I don't have 3 friends to play with the game can still be fun to play.
Also a "retro" mode would be awesome. aka take the nice shiny new graphics and let you downgrade them to 8 and 16 bit visuals on the fly.
NSMB Wii was graphically weak. They should invest as much into the game's look and theme as they do the Galaxy games. Those 3D games are the showcase for the system.sales would be even higher if the 2D efforts were the same.
Super Mario World is my favorite Mario game, so that along with some of SMB3's nuances provide the rubric for the perfect game. C'mon, what was better then finding Star World??

Skip to 2:40 and then explain how four players get through that without anyone getting hit (bubble does not count). This is just one example, there are some other levels which put four players (or even three) against unsurmountainable obstacles. Because of this, I see the game as the opposite: It was designed for one player, so in multiplayer you eventually face situations where you are inevitably screwed.
As for slow and boring in singleplayer, that's up to the player. It's perfectly possible to rush through most stages with carefully timed jumps.

over-sized platforms. slower than typical pace for a mario game. fun with 4 players. not solo.
i suggest you take some time and refresh yourself on what single player mario actually looks like.
there are more "inevitably screwed" moments per level in mario world than the entire NSMB Wii game.

I and my friends all have responsilbilities and we don't like just across the street anymore so having them come over isn't an every day option. hell, i have lots of friends well outside of the immediate 200 mile radius of me. online play should be manditory in any multiplayer game now-a-days.

There's not much to say. You stated that NSMB Wii's levels were 100 % designed for four players, I showed you that that is not true and that's the end of it.

I would rather have the "New Super Mario World" that others have described. I have less of an issue with the NSMB graphical stylings, or music, and lack an opinion on online play, but i did adore the real ability to take multiple routes through Super Mario World, including Star World and having the bonus world being something hidden to find rather than a trick of getting all the star coins. This would be my ideal
