They are thinking you are trying to cross markets with double nationality for the console, witch is illegal. You can buy US eShop games only in US and so on for all of the countries.

Again, I'm sure there's nothing to worry about your money, Nintendo will not charge for it and the bank will remove that in a couple of days. The problem I see is that you're not going to be able to buy games unless your region and credit card country are the same. I think you may send a message to Nintendo asking how you can buy eshop games if you live in Kuwait, they answer it fast, normally in the same day or next day.
