Maybe I don't fully understand how it works but, aren't dev kits bought by the studios? See news here, here and here.
So if Goichi Suda doesn't have a dev kit it's either because
1-There is a lot of demand and Nintendo has decided to assist the big developers first. This would be good news.
2-Suda 51 has no dev kit because he can't/want one. This would be bad/meh/good news, it's up to you.
Given that he doesn't say why he doesn't have one, for me it's a "so what?" kind of news
