If Suda wanted a kit Nintendo would get them one. If they don't have a kit it is because they haven't requested one. Suda supported Nintendo with timed exclusives multiple times in the past. But developers needbto purchase kits after pitching the game to a publisher. Dev kits cost a small fortune. So if Suda hasn't been hired to make a WiiU title it won't likely get a Dev kit unless Suda buys the kit themselves. Either way if Suda wanted a kit Nintendo would get them one. The idea that Nintendo wouldn't have enough kits not likely by this stage in the development process they would have enough kits for any developer wanting one. Nintendo's big concern is black of software both third party like they had with Wii and first party like they had with 3DS. Nintendo will do everything they can to get studios kits!
