Get the Vita
You sure seem to love some Sony games and you'll miss out on a lot of them without a Vita. Plus it will connect to your PS3 giving more bang for your buck.
A PC on the other hand sounds like something you think you want, but really don't have a need. Almost all PC games will be for PS3 aswell and for the money you have they won't look that much better.
Whatever you do don't buy a gaming PC. I couldn't, in good health, ever recommend somebody spend money on a PC that is for gaming.
Don't get a Vita either, handheld gaming is for the birds.
Therefore spend your money on pot.
Unless you plan to buy multiplatform games on PC there isn't really too many "PC Exclusives" so to speak that would make buying a gaming PC necessary. Like, I'd rather buy a Vita and get all those unique games that are coming out for it (Those JRPGs, Uncharted Golden Abyss, Gravity Daze, Little Deviants, etc). Now if you plan to buy multiplatform games and get those steam deals, then yeah, get a computer. Either way you can't go wrong.
Gaming PC. But I am particularly averse to handheld gaming devices, so if you like playing hand held gaming devices then you probably shouldn't listen to me.

hell this is an easy one. get a Vita. you're not a hardcore PC gamer so why would you waste money on a PC when you know what you want.

No point in making a decision so early. Why not wait until the Vita is on the market for a few months. It'll likely receive a price cut & the software quality will be fairly apparent so you'll know whether the games you want are actually good. This will ensure that your decision will pay off in the future.
But, I personally think you should just buy a lot of pot.

I'm already looking forward to about 5-10 of the games announced, maybe of which are launch titles. I'm sure most of them will be good and the Vita will get good support, so this isn't an issue imo.

@bolded - Call me crazy, but I prefer playing most games on my ps3, even if I had a mid-range to high-end PC, the games I would use it for are CIV, tropico and maybe 2 or 3 more games a year.
