I know a lot of gamers that have no idea what this game is about. Actually most of my friends love JRPGs and they havent ever heard this game before. I'll say it's not under a lot of people radar. Wich is rather odd, 'cause it has strong sales and a very big fanbase.

Well, sorry for being so self contained (or whatever the proper word is). The whole world doesn't circle around Elder Scrolls after all even if mine does lol.
It is a first person action RPG. It's not hacknslash and not similar to Diablo in the least. Think of first person melee combat rather than isometric hacknslash.

is it more fast paced then fallout 3.
Imo playing a game like KOTR on the computer is fine but on a consul.

IT is different from Fallout 3. I know that sounds wierd.
I actually didn get on with Fallouut 3 at all. Even though I loved Oblivion to death. I just dont know wat it was.
Skyrim I have started and by god its bloody amazing. I'm lost in its game world. Only other series to old me like TES is Mass Effect.

Yes, it won't be a problem. Some of the characters refer to Oblivion and some of the incidents and characters there but it won't really take a great deal out of your experience if you haven't played the previous installment, just as was the case with Oblivion and Morrowind.
You're missing out on some lore and the workings of the Empire but times have changed anyway. Go for it!
