Different markets, different tastes. Sometimes they can give out games that are conviently marketing upcoming titles, and release dates vary by region. They are also run by different parts of the company, but the biggest reason is probably that the process of getting something done in one region is different than in another. Just to get the rights to release something on plus they probably have to go through so many channels. Which is also why plus is kind of unpredictable and can have delays.

Gee wizz. That's a lot fucking sooner than I expected. Awesome! Will keep me busy over the summer.

I hope with this announcement and Killzone Mercenary seeming like it's coming sooner rather than later, that there's some surprise game announcements left that are going to release in winter.
