Looks like they haven't decided yet, and can't even give a consistent message on it... But the multiplayer demos on the E3 conference were with one tablet controller only (the remaining controllers were Wiimotes).

My thinking is that until the unveiling at E3 they were thinking of a single controller per system as enough, but given feedback they got at E3 they are now reconsidering that. It looks like the technological limit is 2 per system and not 1 as some thought, or they would not be considering 2.

And yes, a screen on my controller would be a very helpful addition, just like it is very helpful addition to the DS/3DS. Is the touch screen on the DS "gimmicky"? Sorry but no. I prefer full seperation of HUB/inventory/Map screens from game world screen.

But that one makes sense, I don't see me playing a game like Halo and stop looking on the tele to check the Wii U controller to see stats or anything like that.  It probably will work for a few genre's and people are going to buy it for what they saw to find out that then don't really like it and don't needed it.
