Maybe because this forum is a pain to load and has a community that goes nuts about the Playstation. Even some of the 'best users' would agree with this.
I would take my wars at least to a place where i can load one page in less than a minute. Gaf would do. (inb4 ban).
Kind of agree with OP, could be that I spend less time in here than before or that the zest has gone out of some of them/us. Maybe more will rise to the occassion in 2012? 
looks like we'll have to do a most note able user of 2010 in 2011 since the 2011 users haven't made any impact.

As for 2011 user... hmm, the only one that comes to mind is Troll_Whisperer. Other than him I have no idea who joined this year.
