You make a few assumptions:
- You're assuming shipped and not sold when the article doesn't specify at all.
- You're assuming it's strictly 1 million and not more than one million as you should. Remember, they probably won't release something like this on the weekend so for all you know they could have hit one million on Friday night.

Not assuming anything:
- Its always shipped. Always. Unless they say otherwise. Why do NPD even exsist if they can collect sell through data in 10 days themselves?
- So what do you think is fair? 1.1m... 1.3m? Even though "over" always indicates more than the closest hard number, but not more than the next pre-set level of making your reported numbers look great. If it had been more than 1.2, they'd claim more than 1.2. Not more than 1m.
Even if they did 1.3m, i doubt Kinect has a 100% sellthrough, while the PS Move has 50%?
EDIT: Even if it was fridays numbers, "more than" could even be reported as 970k with knowledge that it would atleast sell 30k in EU. So i doubt it be a time and date thing.

*brain exploded*
Use your brain and stop trolling. This is clearly sold to customers and who says they arent using NPD. Plus NPD isnt working publicly just privately probably so they can give clearly numbers in shorter situations when the companies need it.
Also 1.3 mill sold in 10 days would just sound freaking weird they would go for the fixed number. It is the same reason why people say twenty five hundred compared to two thousand and five hundred. It is perception of the numbers. .3 million does not help the numbers.
And dont assume its always shipped. What seriously is your issue with MS/Kinect/Vgchartz numbers. I have seen you criticise all three at several occasions.
