I don't see any game next year outselling it. Mabye Pokemon Black/White will beat it. But those games are combined...You'd have to split the sales for that.

With smooth online, better graphics, beast mode, horde 2.0, and being the ending game of the series, I belive Gears 3 can sell 7 million by the end of 2011.

Let's think about other games that could outsell it:

killzone 3- no

little big planet 2- no

modern warfare 3- mabye but idt it will sell nearly as good as mw2

wii sports resort- maye but i wont count it as it comes free with the controller

Well the Last Zelda sold 5.5m on Wii and 1.5m on Gamecube so I'd say that has the best chance of being the top seller in 2011.

we have no idea on what games are coming up... so this thread is a tad bit too late....and why split Pokemon sales ?

There is Zelda. Maybe Wii Party, but I guess you won't count it since it comes with controller (meh).

Don't remember hearing anything like that.  thought it was a possible 2010 release but got pushed into 2011 so I would expect a relatively early release in the year.

And Gears of War 3 is slated for April so I think Zelda could very well release before it. 

No doubt that pokemon will destroy it...and splitting that doesn't make logical sense, as they are both basically just 2 slightly altered versions of the same game.  I also think call of duty's will begin to fall, but will still beat Gears 3 on the 360 alone.  I also don't think that Gears 3 will hit 7 million sales by the end of next year already.  The first gears of war sold 6.09 million on the xbox and the second sold 5.88 million on the 360.  It actually went down for the first one, but there is a larger fan base on 360 now.  I would say the total units sold for it will be 8 million max, likely throwing away any chance of 7 million in one year.

There's no way of knowing but there's a chance.

Um Dragon Age 2... combined with PC didn't DA:1 sell 4 or more million including PC. Could Do it.
Zelda
Basically any Nintendo Wii Game that doesn't have samus in it.
Black Ops
Hell, I'd say Little Big Planet 2 has a small chance.
Metal Gear Solid Rising... (isn't that coming out next year it has a chance.. And it's a multiplat... MGS4 wasn't)
