No. What you see are the benefit's of using graphical effect features. It allows for lower polycounts to look extremely good. The wii pushes ton's more polycounts. So why does DS game effects allow the graphics look close to the Wii? Well...
using processing effects allow for better colour blending and different styles of colour blending. When rendering an image with no processing effects you are given raw images stretched over the model face. So the graphics are only as good as the texture and the lighting effect on the texture.
When you start blending, shading, colouring that modify the rendered textures multiple visual effects occur. Textures look better and more rich. Poly faces look more rounded than blocky.
The reason why this absurd idea that 3DS has close to Wii graphics is a misinterpretation of games and lazy ass developers. The Wii uses a seperate Chip than the GPU called TEV. The TEV does all the advanced techniques. The problem is that the TEV requires skill to use. I would say that 99% of games done on the WII and GC have never used the TEV.
The benefit of the 3DS is that the graphical features are classic design. They aren't anything special or unique that will required developers to learn. So it's easier and more worth it to developers to use the 3DS graphical effect features. While at the same time neglecting that the Wii could do the exact same things.
