IMO Porky Minch is the best vilain ever, if you like crazy psycho vilains, try mother 2 and 3, this ''kid'' is something.

That's just one in a plethora of awesome evil Kefka moments.
Although for me, nothing tops what he does to Cyan's city. You'll see the true scope of his villany there.
OT - My choice is without a doubt Kefka. Vivi was a good FFIX character, but there have been a lot of better characters in other FF's, at least to me. Yet, there hasn't been some to even come close to Kefka in terms of being a villain in the FF universe

Id have to go with Kefka.
In a fair fight Vivi would kick his ass, but there is NOTHING fair about Kefka. He would shit in Vivi's cornflakes the day of the fight.

Yeah Kefka has really been an outstanding villain in a series full of mediocre ones (barring sephiroth who as good).

Or Kefka could just transform into the god of magic itself and pretty much ruin Vivi's day from high above his fortress, destroying him without giving it much thought
