That's just one in a plethora of awesome evil Kefka moments.
Although for me, nothing tops what he does to Cyan's city. You'll see the true scope of his villany there.
OT - My choice is without a doubt Kefka. Vivi was a good FFIX character, but there have been a lot of better characters in other FF's, at least to me. Yet, there hasn't been some to even come close to Kefka in terms of being a villain in the FF universe
