Unfortunately yes, ArenaNet picks people out for specific beta events.

What are you going to do? You could reroll and get into the game faster, but then you can't play with your friends on your precious main character. You can also sit it out and just twiddle your thumbs for a bit, but otherwise there's not a lot to be done. Or at least, there wasn't until Guild Wars 2 got into the picture.
Martin Kerstein, ArenaNet's community team lead, stopped by the Guild Wars 2 Guru forums to give players a peek at the title's server overflow feature. With this feature, the above scenario plays out a bit differently. When there's too much traffic on one server, your character will be temporarily sent to a different server. Once you've reached the front of the queue, you'll be asked if you want to transfer back to your original server, and voila: home, sweet home. Any progress made on the overflow server will be carried back to the home server, so you can even be productive while you're waiting in a queue. How's that for efficiency?"

Looks glorious. Pretty daunting for me just to jump in after the tutorial, so I'll probably hold out until I learned the elite skills for my respective class.

Alright, Guild Wars 2 can be pre-purchased from here starting april 10th, and doing so will give access to all beta events and three days of early access to the game and a special item! Hit the link for all the details.
There are three SKUs available: Standard, Digital Deluxe (with a few in-game goodies) and the massive Collector's Edition!
$150 is a bit steep for me though, but I want it... It looks awesome!
On the same page, you will also find the minimum hardware requirements for the game (though they are not necessarily final)! They are as follows:
- Windows XP Service Pack 2 or better
- Intel Core 2 Duo 2.0 GHz, Core i3, AMD Athlon 64 X2 or better
- NVIDIA Geforce 7800, ATI Radeon X1800, Intel HD 3000 or better (256 MB of video RAM and shader model 3.0 or better)
- 25 GB available HDD space
