I'm not fond of the psn shop even when it is working. The layout sucks, I also hate the way the search feature works.

Using the store on the console sucks, I always use the website, it's MUCH better.

it works on my ps4 but not on my ps3 :S

so annoying ...

im pretty sure its your PS3, and the reason why i know this is because it has happened to me before (once in the store and when trying to use the PS3 "Internet explorer") the console just freezes, and i had to unplug it, or restart it (which isnt safe i know) and then when i went back it worked.

I never tried buying or even looking at the digital store on any platform, but the website was slow for me.
