The stars above is the perfect example of image quality over graphics, it's not a good looking game at all but because everything is super shard and there is no instability it pops off the screen almost like it was given an artstyle, it's like an early PS3 game Remastered but they went just a bit extra and tweeked a few things. At couch distance the game looks might decent.
I have yet to find such a good example in the opposite direction where graphics win out aside from maybe FF7 Rebirth. So I guess there is no clear answer to the question overall and just on a game by game basis.
