According to the rumor (of the guy in the OP who rumored this a year ago, leaking World this way) Sony paid exactly for keeping it off of Nintendo platforms. And it makes sense. It will not be very big on XBox and PC. No need to keep it away from that. And also in Japan it doesn't come to these platforms, only PS4.
