Throwing more people on a task, does not help for every sort of problem. Programming in general and arts are such problems. Games combine programming and arts. A game-dev-team is a fragile thing - it can produce great games, but if some people leave, the team gets too big, some outside-variables change the team can become instantly unproductive or the games become bad. It is a difficult task to grow a team while keeping it good at these things.
