The quality of lighting, graphics...etc that UE4 allows goes hand-in-hand with the power that PS4 will have. I dont know if Epic has said this themselves, but Unreal Engine 4 was built to run on PS4 and Xbox 720. It is not a coincidence that Unreal Engine 4 is barely coming out as PS4 is about to release.

Yes, marketing reasons. They could have easily expanded UE3 to support the features of PS4 and Nextbox. They didn't because they want to get more money.
At another thought: which games are released or announced, that use UE4? I assume Watchdogs don't use it, as it comes to all consoles and I don't think Ubisoft already ported the engine on their own. So which games actually use the engine?

But UE3 does run on PS4/720 and it will run MUCH MUCH better than it did on current consoles. Look at the Samaritan demo as an example of what is possible with that last-gen engine. Unreal Engine 4 is built to take advantage of next-gen consoles, just like UE3 was built for current-gen. It's as simple as that. You can spot an UE3 a mile a way. This is a negative thing.
As to which UE4 games have been annouced, nothing notable yet. Just some PC games, some of which are also coming to PS4.

Yes, as I said, UE3 can run on new consoles and it also could support newer features. But depending on the architecture it can be a pain in the ass to add features to an older engine compared with designing a new one. UE4 is not only built to take advantage of newer consoles, but also to run on Smartphones. It could be ported. Again, that would be work and maybe a pain in the ass to do that. But it could be done. I also put reasons why Epic probably didn't do that: Epic cannot expect many devs to license UE for development on WiiU, as Nintendo is not supported that well by western devs, the main customers for UE.
