Surprisingly, Sony didn't bundle PS3 with TOV (in contrast to Gundam Senki, also released by Namco Bandai).
Either Sony is really pissed or Microsoft has the bundle exclusivity deal with Namco.

Also, I don't think MS ever had a chance in Japan to begin with. However, the fact that they managed to bag some amazing JRG's exclusively as well as timed, allowed 360 to reach numbers that the original Xbox could not (am I wrong?). Personally, I'd say they have done pretty good for an American console in Japan where Sony and Nintendo are huge.

That is a funny joke. A final Fantasy XIII bundle will never outsell a MW2 bundle. FFXIII will sell very well though.
