It's two-fold.

1). Distraction. Exactly as you said.

2). To appear tough.  Similarly, it's red meat for his base that already thinks Twitter is part of the Deep State

I feel like doing things that nobody but diehard Trumpers support is a losing strategy... Trump seems to be polling pretty poorly with some demographics when compared to 2016 (for example, Biden is heavily favored among voters who don't like either candidate, while Trump was in 2016), and I don't think this type of thing does anything to help.

And this is where Trump's strategy fails.  He thinks he just needs to appease his base and he'll win.  But his support, his base, is smaller now than in 2016. And the more Trumpian he goes, the smaller that support becomes. 

An EO against a private company that is a major target of deep state conspiracy theorists will definitely make them go wild but it makes regular Republicans, moderates, centrists and the left see another authoritarian or anti-Constitution action.

This pandemic has shown me that there is a shockingly large number of deep state conspiracy theorists. People I used to think were reasonable have been spreading every kind of conspiracy theory imaginable. He's got the evangelicals in the South and Midwest in complete thrall to him.
