Its obvious they have different development teams because theres no way the game was just on-hold for 4 months after beeing announced. How would you know that when both teams were busy making games to release this year for their respective publishers ? The deal that Platinum Games made with Microsoft was obviously very late when you consider that the studio was prioritized first with The Legend of Korra from Activision before Scalebound with Microsoft despite both of the games being announced at E3.
Scalebound doesn't even have a release date yet! It's as if Microsoft was expecting that once both teams were finished with their respective games that they'd be both moving on to developing Scalebound ...
