where's a link? There was thread necroed here from somethign they said in like 2008. And even then the quote was more along the lines of "we hope so." Maybe they said something else idk
i think the reason lighting returns : final fantasy 13 is being made , is because alot of ppl who like lighting were upset that she wasnt the main character for ff13-2, so this game is to make those ppl happy and to conclude lighting's story once and for all.

because they already have a lot of assetts (lore, graphic assets etc), so it's cheaper and easier to make. They don't need it to sell like a new FF. Same reason why they made dirge sold 1 million and then crisis core like 3 million. They know the demand is less, but the demand is there.
Plus it makes sense for the peoplet that actually like it. It doesn't make sense to not finish for the people that actually like it, because then you make more people not happy.
Also it's not like anyone that doesn't like FFXIII wants Toriyama's team doing the next final fantasy anyways.

Technically yes, since they ended Final Fantasy XIII-2 on a cliffhanger. But what it comes down to is pride. Kitase and Wada have to do everything they can to make people like Final Fantasy XIII, even if it means destroying the franchise in the process.

Even in your op it doesn't make sense. FFXIII: lightning returns will likely sell more and cost less to make than Star Ocean 5? So why would it make sense dump a mini-series that needs to be finished.
Not to mention a Tri-Ace makes Star Ocean so they could be doing that anyways.

I want to add that story-wise the game is needed because of the mess of story in 13-2, but the game as a whole is not really needed and people (like me) are getting tired of this
