Valve would hardly make for any sort of a competitive first party, what with its one game a year.
But I don't think Apple would necessarily have to make games in order to be a force in the living room. If their "console" isn't a console at all, but rather just something that lets you play apps on your TV - maybe a revamp of Apple TV with some sort of controller, kind of like what Gabe predicted here (it's sounding more and more like he had insider information) - then I don't see why the model they've had so much success with so far on iPhone and iPad wouldn't work just as well here.
Then the race to the bottom will be complete.
