My fave would be Naughty Dog (for delivering consistently and being able to maintain steady releases), thatgamecompany (for trying out new things and experimenting), Bungie (for the passion they put in their work).

Also value the risk taking by Quantic Dream.

@OP: I do not rate Blizzard as high because of their development time-frames. People there are absoultely unable to meet good launch windows, leading them to miss out on potential opportunities.
