It can happen anytime I think. It is all a question of bringing the turnout up in minority communities. Beto O'Rourke came actually pretty close. 220K were missing. And it is not like Ted Cruz was losing many votes, about 180K less than 2012. But Beto managed to get 1.8 million more votes than Sadler. So it is all about the turnout.
