If anything it's underrated, deserves a perfect 10 score in Metacritic and sales of over 10 million.
Metal Gear Solid 4 is nothing exceptional, I personally rank it third in the series behind MGS1 and MGS3.
The bosses are so uninspired you don't even care when you're going to meet the next one. I didn't care much for the Ocelot impersonating Liquid angle they took. I like both characters, but on their own, not in the same person. MGS1 and MGS3 had much better characters and bosses.

Well, everyone has it's own opinion.
Personally, as a fan of the Metal Gear series from the NES days, I felt MGS4 as being one of the best in the entire series, it did have a lot of cutscenes, true, but in the end they were very well done and it all fitted together nicely.
Also, could we end this "X game is overrated" kind of threads? Your opinion is not worth more than any other person's opinion.

I'm tired of repeating myself. MGS4 is the worst in the series. Everything pales in comparison to MGS1 & 3 - excluding graphics. The story is awful, bosses are mostly copies from the previous games without any personality, the Drebin points made the game incredibly easy.
On another note, Uncharted 2 puts MGS4 to shame in the narrative department. U2 actually delivers a true cinematic experience.
