PS3.
It gained the most momentum going forward throughout the year. It made up a lot of the gap between itself and the 360.
PSP is still trailing everything in every category. 360 has always been on middle ground, the entire generation. Software has been all sequels and...other games I don't care for.
DS is a sales beast, but it has always been doing good for as long as I can remember.
Wii has been doing the same stuff since last year: Having a few good games to start the year, with a 7 month gap in between for the next great game release. Improved a bit, but overall the same since last year, and it faltered considerably.
PS3 just brought it in 2009.

Going by sales, I'd say the DS. It has nearly managed to maintain last year's sales, despite its average price being, erm... higher than last year's. That's ridiculous. It gets my vote.
PS3 did very well, though it required a massive price cut and a redesign. The Wii didn't do as well as most people expected, either (even if the expectations were too high).
PS3, it had fantastic titles releasing steadily almost all year long.
iPhone = Great gaming device. Don't agree? Who cares, because you're wrong.

Final Fantasy VI (iOS), Final Fantasy: Record Keeper (iOS) & Dragon Quest V (iOS)
Well, only one of them had Little King's Story and Rune Factory
And three releases that will go over 10 million
Well, the critical consensus is that the PS3 had the best games this year. I happen to agree with them.
Plus, Sony performed a miracle picking themselves up from that awful launch and the months following to go on to move a million systems in one week. And they did it with quality games and quality hardware.
PS3: The list of exclusives on top of some quality multiplatform titles has meant I've played it fairly steadily over the entire year (Killzone 2, Uncharted 2, Assassins Creed 2).
2nd place has to go to PC for me, based almost solely on the PC version of Dragon Age: Origins, but also for finally getting all Acheivements for Fallout 3 + DLC.
