For those that care, this was reported on The-MagixBox:

Square Enix mentioned that one million copies of Final Fantasy XIII have been shipped to retailers across Japan, waiting for the launch on December 17, 2009. Square Enix also plans to ship 170,000 additional copies before the launch date, and another batch of 150,000 copies by the end of next week.

Also this rumor is false or right ? because 200K Lightning Bundles Available or 40k is a big difference if the ps3 wants to reach 1M in week 19 dec, even if the ps3 will reach at least 100k in japan this week
