These types of ads are bought in bulk on huge ad networks. Some may be specifically targeted using behavioural and geographical targeting... So if you like to gamble, you may get that. If you have weight issues you may get banners that talks about weight loss.

According to Alexa, over the last three months, VGChartz is approximately the 4000th-most-popular site in the United States and the United Kingdom. It is also 6000th-most-popular site in the world, and I have no idea how high it ranks among video gaming sites. Considering that there are probably several billion sites on the internet altogether, ioi could be making a very nice living off of this. Or not, since I know practically nothing about how something like an alexa rank would affect advertising revenue.

Online advertising rarely works like that.

Sites have flat fees for all advertisers. Big clients that book a lot of volume like Sony and Vodafone usually get a discount.

Then the remaining inventory which doesn't get sold gets filled by those "Whiten my teeth. Make my abs hard" ads...which pay nothing.

I'd say I'm thrifty, not cheap. But $100 is just plain insane! I can pull off a professional look for less than that! I'll break it into pricing:

2-piece suit: $29.00
Undershirt: ~$1.00
Dress shirt: $3.00
Tie: $3.00
Dress socks: ~$1.00
Dress shoes: $15.00
Total: $52.00

Tilde's are for aggregated costs from a multi-pack, and also, for the record, I paid 10% less than the listed prices because of an employee discount. And if you still think I spent too much, drop the suit for a jacket ($15.00) and a pair of dress pants ($7.00) to save another $7!

Now, I know the next obvious question. Do I have enough for a work week without having to do laundry every day? The answer to that is yes! And some of the other things are even cheaper than the listed prices. (I have a couple of dress shirts that were $2.00. Not enough for a week, though.)

Oh yeah, I guess there's the fact that I don't even know where to go for a shirt over $100. I can even get a Versace shirt for $80, not that I would, mind you. (Plus they don't come in my size.)
