Online advertising rarely works like that.
Sites have flat fees for all advertisers. Big clients that book a lot of volume like Sony and Vodafone usually get a discount.
Then the remaining inventory which doesn't get sold gets filled by those "Whiten my teeth. Make my abs hard" ads...which pay nothing.
