Nope. There should be like a dozen different areas, each one with they specific song for exploration, maybe a specific battle song for each area, a song for generic bosses, a song for main bosses, music from menus, the theme songs, and many, many things.

Actually, that's nothing new. FF7 was the first FF OST to be on 4 disks. Even FF6, a SNES game, had 3 CDs for its soundtrack. EDIT: Fixing error.
