Because they're better.
Japan has a population of only 127 million while the West has a talent pool of 1 billion people. So it's only natural that a higher number of quality games are produced here.

Of course I was talking this generation, and western games weren't given bad scores this generation or last.

His first point may be true, but those who dislike Uncharted (particularly Uncharted 2) are in a small minority. That's not the point, anyway. I used Uncharted 2 as an example, I could replace it with any number of games.
Now, Bayonetta is the best and most innovative hack and slash game available? Perhaps not the best, because there could be other 40/40 hack and slash games (there aren't, by the way). As I said earlier, a 40/40, or 10/10, or 95-100/100, means that it is a masterpiece, and it represents everything that is great about gaming. You won't want to stop, and when it ends, you will want to play it again. Five years down the line, you can still play and enjoy it. You have no significant complaints with the game, and nothing could have improved the experience in any significant way.
Looking at the videos, and the western previews, does Bayonetta look like it's in that class? For me, personally, Uncharted 2 is in that class, as are a few others.

If we are looking at the HD consoles (everything Nintendo makes is Japanese, so the Wii has plenty of fantastic Japanese games), Japanese games this gen aren't particularly good, with a few exceptions: namely a few RPGs and Metal Gear Solid. Looking at the 13 PS3 games I would personally rate 9+ (not counting PSN), one is Japanese. The vast majority are American, actually.

And I'd disagree. My top 10 of this generation would consist largely of Japanese titles.

One Japanese game, one British game, one Dutch and seven American games.
Could you post yours? I'm intrigued. Remember not to include Wii games, because as I said, Japanese Wii games do tend to be the best, because Nintendo is Japanese, and their studios are based in Japan.

Well, while I think this is dubious (even having not played the game), if nothing else it at least confirms that it's a pretty rad game. I was worried it wouldn't stack up to well when all was said and done, and even if it doesn't warrant a perfect score they wouldn't give it to a mediocre game.
