It's still not a system exclusive, somebody else on another console can still play Dead Rising in some shape or form. No, it's not the same thing at all. Have you played the two? They play so radically differently that comparing the two is like saying that Darkside Chronicles is the same as Resident Evil 2. I stand by my original post; as much as I wanted it to be, Chop 'Til You Drop is NOT Dead Rising. Dead Rising remains a 360-exclusive. Unfortunately.
Edit: Actually, a better analogy might be comparing Mega Man on the Gameboy with Mega Man on the NES.

Aparentely you didn't read the RULES.
Example: LBP for PSP and Viva Piñata on the DS and both titles available on PS3 and 360, respectively and they count because the portable editions are unique versions of the game.
