Because the Wii version misses most features that were in Fifa 2004 on the PS2, and looks quite a bit worse as well.

But it's also the first release with cheaper PS3 Slim and Elites. Some of the PS2 folks are surely upgrading.

Laughable effort translates directly to laughable sales, although I doubt the EA management team is laughing.

Fifa 2010 on wii looks worse than Fifa 2005 on PS2.
The gameplay is completely arcadey. Almost Mario Strikers style...
When it comes to football games on the Wii, PES has no competition.
