No but it will outsell XII and X in the West and with the shrinking Japanese market that is exactly what SE needs.
You can't compete with Activision or EA when 86% of your revenue comes from a market that keeps shrinking when your competitors do the majority of their business in a market that keeps expanding...
DQ IX may be doing very well in Japan but that is no the kind of games that will sell massively in the West so focusing on that approach would just increase the depending of SE on the Japanese market and that is what they are trying to get away from ( why else do you think they purchased Eidos).

With DQ, Nintendo said they'd advertise it a lot. So they're looking for a Western approach even with their most Japanese games, but keeping everything traditional. Nintendo helped Level 5 with Layton, they should help DQ quite a lot as well. Same goes for MH3.

Supposedly they're going to advertise DQ a lot. Yet Wada has stated they're not going to even think about localizing DQIX till sometime 'next year' (after March). And given SquareEnix past track record in handling Dragon Quest outside of Japan, I'd say chances areslim that they'll put forth much effort on the marketing and localization themselves.
If Nintendo is going to try to help promote Dragon Quest this time like they promised, its probably going to be 90% them that's pushing it. SE seems to think DQ is an ugly stepchild you don't tell the world about when it comes to America/Europe.
