to my knowledge, Germany doesn't ban violent Games. They are put on the so called "Index".
The game can still be Sold, but it can not be advertised, or even put on Display.
so, customers have to specifically ask for the game, which is not really good for the sales numbers.
Most developers tend to "censor" their games for Germany, by changing or omitting content. i remember half life having Robot-Soldiers instead of real ones :D

Well, I remember that the pedestrians were removed from the UK version of Carmageddon due to whatever annoying reason; the "blood patch" had to be downloaded seperately.
The game was so much better with pedestrians

Well they just saved a lot of people from having to play this game :) Now people can spend the money they would have spent on L4D2, on Modern Warfare 2!!!!
Its going to take alot of money to fly all those Australians to Valve HQ
