I'll say Helghast as they're certainly far more realistic and believable villains than the Covenant, who I always felt were weakly portrayed (in terms of exposition of who they are, their aims, etc).

Try to be reasonable... its easier than you think...

Helghast.

Why ? Because they're 3 dimensional.

The fact that they aren't actually the bad guys in the story is one of the main points that proove this. They are the ones who were forced to live on helghan because of the ISA wanting supremesy over trade routes and on vekta.

That's what makes them awesome. It's not all just good and evil.

Check out my game about moles ^

Even though Killzone 1 didn't even have the backstory that KZ2 had on its website (nor in the actual game >.< They better do that for the 3'rd and last one... all good things must be a trilogy), I already sympathized with the Helghast just by the speech. Brian Cox did a wonderful job voice acting... for a few seconds you actually do feel like the entire world wronged you, and that now you were going to seize  vengence.

BUMP!

Helghast.

Why?

Because they're intimidating as hell.

Helghast.

Covenant. If you put the Flood up there, I'd vote for any alternative though.

themanwithnoname's law: As an America's sales or NPD thread grows longer, the probabilty of the comment "America = World" [sarcasticly] being made approaches 1.

Covenant by far are more badass. Helghast look like Nazi stormtroopers.
