Must admit I was expected a different first post because I find Fallout 3 to be far from scary.
For me though it comes down to various games and various points within games.
Uncharted for example got me a bit jumpy when those zombie wanna-be's showed up and I was stuck down in the basement like area. Oh man did I hate those things.
Second would be Resident Evil 3. I played it when I was younger and that may be why it is on the list, but when dogs bust through windows or when I finally think I outran Nemesis, only to walk out the other door of a shop and have him leap down and be right there again. Oh man!
Then I would have to say Silent Hill 2. I knew this game was going to be golden once I began playing it. The atmosphere set the tone very early and I had my first jump no more than 5 minutes in. Walking down the foggy streets of Silent Hill, seeing some creature off in the distance. Later I was like "WTF! Did I just see something over by that van?". I walk over and expect something to come out from behind the van when I circle around it but no, the little bastard scurried out from UNDERNEATH THE VAN!!!
I jumped out of seat at that point and my friend began laughing at me.
iPhone = Great gaming device. Don't agree? Who cares, because you're wrong.
Currently playing:
Final Fantasy VI (iOS), Final Fantasy: Record Keeper (iOS) & Dragon Quest V (iOS)

I didn't find SH2 much scary, unlike SH1 and 3. The only moment I remember is once when you're running in the sewers, the camera moves and places in front of you, so you see what's behind James; I make one turn and I see Pyramid Head chasing me with his Buster Sword ready to cut me in half, I almost had a heart attack.
But overall, I found 1 and 3 to be more scary, in SH3 when the rooms start geting covered in blood...or the mirror scene, that's amazing

D (Sega Saturn)
Very strong horror atmosphere.
Scary and atmospheric music.
Slow paced, claustrophobic experience.
Oh my... I remember playing this game in the dark in the 90's...
