Yes Publishers make games that sell. However first and foremost Microsoft is a video game console manufacturer. Their main goal is to expand the userbase. Not that it is not expanding (price cuts and such have worked great), but there is more to publishing games when you are the console maker than just selling games. 

 

actually, microsoft is first and foremost a PC software manufacturer. their main goal is to take away from sony's userbase. anyways, if a character is likeable enough, it by itself CAN sell consoles



the same reason Nintendo loves mario and zelda. Because there are people that will buy it based on their love of the franchise. Every single publisher is the same way

Microsoft is an American company, American men like to watch movies and play games where the hero is a badass, space marine (or something similar) who kills people.

 

 

Its a cultural thing. In Japan they like girly metrosexual men, thats why most game heroes in Japanese games look like women.

Why is nintendo a bunch of greedy buisnessmen with milked franchises to hell and back?



I think Bungie were going for a Japanese look with Halo, which is why it looks like a Power Rangers video game.
