Well you can do either two things with the Arcade ROM.
1: Port it to the Wii like the what is being done with the PS3 and 360.
2: Emulate it. (May not be possible)
Second of all the N64 games on Wiiware are emulated. It's cheaper to create one emulator that plays all the N64 games than it is to port each game individually. If you can prove otherwise I'd like to know. The reason Zelda games crashed on the GC was because of bad programming. Adjusting the Arcade ROM of MvC2 to play on the Wii without an emulator would be a port.
Also just so you know. The Xbox Live Arcade game size limit is 350MB so MvC2 will be smaller than that. I don't know the size limit for WiiWare games but we can assume it's considerably smaller than that. I've heard the size limit is 40-50MB, but I don't believe Nintendo has confirmed the limit.

In regards to SF4... let me explain to you why there isn't a Wii version.
The game was originally released on the Taito X2 arcade hardware. Which is actually a PC running Windows XP. That game was then ported to the 360 and PS3 which can be done easily. So basically Capcom was able to make one version of SF4 and bring it to the Arcade, PC, 360, and PS3 with minimal effort and money.
Now for Capcom to make SF4 for the Wii they can't just port it because the Wii hardware is very different (inferior). They essentially have to rebuild it completely and make a Wii specific port.
In a nutshell it was cheap and easy to make it for the 360 and PS3. It will take a lot more effort and money to make a Wii version and it might not generate a worthwhile profit.
All VC Games are emulations. Each game comes packaged with an emulator when you buy it, but from what others have posted (in other threads) it looks like it only saves the Emulator if no previous games came with a compatible emulator.
If they made this for Wii it would have to be WiiWare, and as he says, it would never fit the 40MB file limit. Although, from what I understand the 40MB limit is not a hard limit due to space, but rather because Nintendo thinks that people will have to wait too long for it to download.
Even if they removed the limit, I'm going to think this game is at least 300MB which is awfully big for a Wii download title even with a SD card.

Although this would be good for wii owners since they got stumped with no SFIV

That's what I hear. But it doesn't look like it will get a US release.
