Say someone gets Perm banned and makes another acount but never gets caught and decides one day that he wanted to come clean . Would he get banned ???

I believe it depends on the situation, if you were permabanned for being an annoying little butthole who trolled all the time, and you're still an annoying little butthole who trolls all the time then you will probably be permabanned.

If you seem to have changed to a reasonable degree and became a useful member of the community then you have a shot.
