No it still doesn't work, unless you consider Native Americans not American... But this couldn't be, because Chuck Norris, that's half native, would have immediately known and roundkicked you to the Moon 
It works if you limit the scope: only Americans managed to invade each other after... Well, I don't know which was the last European important defeat, maybe in Mexico, some former colonies remain, but they haven't any hope to expand and invade any American State.
