I don't know if is the best, but it comes close. For me is Smash, then galaxy. But they are really different.

Still, one of the best (easily top 3 this gen)

I'd also rate smash better than galaxy. It's still one of the best for me though.

No. MGS4. Gears of War 1 was awesome when it came out. SMG was awesome. Civ 4 is awesome [+1rep to whoever also mentioned it]. SMG is great, but not the best. Just part of the elite circle.
