Japan. It was the most important country for video games and I think it still is.

Today's US developers are way too FPS and action oriented for my taste, but I will always remember those great US game companies who ceased to exist as developer or publisher:
MicroProse, Origin, SSI, Sir-Tech, Interplay, Spectrum HoloByte, Westwood Studios, Black Isle Studios, Acclaim, Accolade, Sierra On-Line, Dynamix...and then there's LucasArts (sometimes I wonder if George even knows he owns a company which used to create brilliant games in the 80s and 90s).

Honorable mentions go to Atari, Infocom and Epyx (but I've never played a game from these legendary companies).



...whatever country Blizzard is located in, obviously.

In all seriousness though. It is now, and shall always be a contest between Japan and America. I know it's a cool little factoid shocker to bust out Americans by making them realize that their country isn't necessarily the best producer of something...but come on. In this case, it's clearly between the two juggernauts. The vastly spread out gaming industry only really concentrates in two places.

Not sure this is a fair question given the audience. As PC gaming is not formerly discussed on this site, the U.S studios will be under represented. It should be noted that financially speaking, this isn't even a close debate. U.S. development studios are far more successful.

(For those who attack E.A. for releasing the same games every year, please remember that Konami would have done the same thing if their sporting franshises didn't fail.  E.A. was simply better at it.)
