A spin-off? Very likely, but I don't expect it to sell very well. The Wii's audience (generalising here) doesn't tend to like games of that genre, especially if they are third party.
After all, the top five selling Wii games are all first party developed, there are only two first party games in the top ten, and you have to go down to 22nd, to RE4 Wii Edition with 1.73 million sales, to get to an M-Rated game.
GTA V? No way in hell. The million or so sales they would get are not worth the cost and inconvenience of porting it and making it run on Wii. Plus, I don't think Sony and Microsoft would just let it go.

-If the game is quality and advertised decently it will sell well. I'd say at least 3 million if it's good.
-There are no games of this genre or any "M" games for that matter on Wii that are even close to being GTA calibar.
-For an old GC port RE:4 had some great sales, it even outsold the GC version.
-Besides RE:4, what M rated Wii game is even worth buying? COD5 is a gimped joke (not just grafx but nearly everything) , Manhunt 2 blows and flopped hard on PS2 also. No More Heroes is a basement budget niche game. Not sure if Alone in the Dark is M rated or not but it's weak as hell too.
-Zelda Twilight Princess, Super Mario Galaxy, Super Smash Bros Brawl are all hardcore games that had excellent sales, sure they aren't an M rated shoot-em-up blood fest, but they don't seem like games that soccer moms or seniors citizens would buy...
edit: how would Sony and Microsoft prevent R* from making a game for Wii unless they bought the rights to it?
