Kids often have their own TV or use a 2nd TV for their gaming, therefore the lack of a DVD player was a critical problem for this market as parents chose the PS2 instead to perform this role because of it.
It doesn't matter so much now because 1.) Many TVs have DVD players built in and people have more than one DVD player. The irony of this is that same factor working against the PS3 and it's Blu Ray player. 2.) DVD players are cheap enough to not worry about the cost/complexity of using a console to do it's job.
